The Premier's very notable tilt on the United Kingdom's post-Brexit ties to the European Union on Saturday was crafted to communicate to industry, to European institutions, and to European partners, alongside his political supporters.

A Revised Process for Engagement

Tighter following Brexit economic relations are now expected to be looked at as part of an annual process of bilateral talks rather than exclusively at the current year's structured evaluation of the British-European agreement.

This constituted the clear response to growing calls regarding a broader post-Brexit overhaul that suggested rejoining the common tariff area.

Political Calls

Some MPs, union leaders and government figures have added their voices to suggestions highlighted by legislative actions last year that culminated in a symbolic resolution.

"It is better prioritising the European single market rather than the customs bloc for our closer integration," the Prime Minister remarked.

He gave a clear answer that rejoining the customs union was not the current focus, as it goes against what he regards as one of the successes of the past year: the signing of comprehensive trade pacts with the America and the Indian subcontinent, with more in the pipeline in the Gulf region.

Focusing On the Internal Market

Instead of the common external tariff, his focus is on forging a "more integrated partnership" with the single market, which would avoid ripping up those international pacts elsewhere.

When the UK formally left the EU in the start of 2021, the negotiated settlement emphasised independence from EU rules rather than seamless commerce for British firms to the continent.

The present reset outlines realigning with EU standards in three key areas to help the free flow of trade: agricultural products, energy, and the emissions market.

Industry Calls

A leading commercial body last month published a detailed set of further requests in other sectors to assist exporters overcome new bureaucratic hurdles that has impacted the goods trade.

Its internal research found that a large proportion of business members agreed that the existing agreement was impeding sales growth.

A range of additional sectors could, feasibly, see a comparable strategy – convergence with single market rules – in return for lowering post-exit friction across manufacturing, in the car industry, pharmaceuticals, or for example in value-added tax systems.

European Reaction

European capitals were underwhelmed by the lack of ambition in the previous recalibration, particularly the UK dismissal of proposals advanced by some analysts regarding the effective return of British goods to the internal market.

The exact terms on power sharing and agri-food rules is remains to be agreed. A proposal for UK defence firms to be part of a major defence loan fund has been delayed over the size of the membership fee, after reservations from Paris. Another nation has entered the programme.

Wider Environment

The UK has reached an agreement to rejoin a student mobility programme and to discuss a youth jobs scheme. This has helped clear the way for ongoing dialogue.

Observers say that the issuing of a Washington policy paper has also changed the context on UK relations with Europe.

The paper stated that the US would "cultivate resistance" to Europe's current trajectory and commended the "growing influence" of certain political parties.

In government circles, there is an acknowledgement that the international situation has changed again.

Home Pressures

Domestically, the leadership also expects being pressured on EU relations not just one political rival, but also another, which is targeting its traditional heartlands in upcoming council elections.

The Premier's latest comments are the product of a combination of business needs, electoral strategy and international relations as the UK starts a year that will commemorate the decade milestone of the landmark EU vote.
